The structure's sculptural form has been designed around the experience of climbing up through a tower, as well as its unrivalled internal and external panoramic views of the city, sea and landscape.
The peninsula to the River Mersey winds past Crosby Beach to the site of the observatory. The steel framed tower is founded on a solid concrete base which gives strong definition to the boundary of sea and land. Its reception spaces create a semi-enclosed podium which looks back to the figures along Crosby Beach and with the entrance frames a view to Liverpool docks. The main staircase links an internal vertical route connecting a sequence of stacked rooms. Each room is given a distinct character by its proportions, as well as its view at different levels and can be developed according to ideas about interpretation, exhibition display or recreation. Taking a stair to the roof of each room leads one to the next observation deck along the route.
